<p class=3DMsoNormal><span lang=3DEN-US>Commissioner Phillips, Premier <span
class=3DSpellE>Pasloski</span>, Members of the Legislature, colleagues and
visitors, I am truly humbled by the faith you have placed in me today. It h=
as
been a long road to this place &#8212; something I couldn&#8217;t have done
without the help of my partner Leslie, my family, my friends and those many
people who have also placed their highest trust in me: my constituents and =
the
members here. I&#8217;m a veteran, and as such, I know how important it is =
to
have and maintain this trust. Today you have made me Speaker of the Yukon
Legislative Assembly. It&#8217;s truly humbling. When William <span
class=3DSpellE>Lenthall</span> became Speaker of the British House of Commo=
ns in
1640, he politely reminded the king of three fundamental things needed by P=
arliament:
access to the sovereign, privilege from arrest and freedom of speech. In
return, he promised, on behalf of Parliament, fidelity and fiscal
responsibility. Two years later, when the king entered the House looking for
five disruptive members and demanding their whereabouts, <span class=3DSpel=
lE>Lenthall</span>,
with good sense, told him that the Speaker has neither eyes to see, nor ton=
gue
to speak, but only as members direct. Through these two events, <span
class=3DSpellE>Lenthall</span> reinforced the Speaker as Parliament&#8217;s
spokesperson for conveying its resolutions to the Sovereign and, equally im=
portant,
the Speaker as a neutral servant of the House. <o:p></o:p></span></p>

<p class=3DMsoNormal><span lang=3DEN-US>This remains true some 370 years la=
ter.
There is historic folklore that some Speakers in centuries past have taken =
on
this role at their personal peril. That&#8217;s why we don&#8217;t go to the
Speaker&#8217;s chair willingly, in case the king&#8217;s executioner is
waiting in the wings. <o:p></o:p></span></p>

<p class=3DMsoNormal><span lang=3DEN-US>But when we do accept, we do so wit=
h <span
class=3DGramE>a humility</span> for those gone before and with a single
determination: to leave this Chamber a better place. The position of Speake=
r is
the third highest in our parliamentary democracy. First is the Queen&#8217;s
representative, in our case the Commissioner; next is the Premier, and then
comes the Speaker. This hierarchy shows how central the Yukon Legislative
Assembly is in the everyday governance of our fellow citizens, and it
underscores the importance of having a Speaker who must ensure that the
business of the Legislature is conducted in a fair, disciplined and respect=
ful
manner. </span></p>

<p class=3DMsoNormal><span lang=3DEN-US>To that end, it&#8217;s my duty to =
be
impartial, to treat all members equally and without favour. It is also
necessary for a Speaker to be independent from the executive side of govern=
ment,
to issue rulings and orders with the neutrality required of this office.
That&#8217;s the heritage and the task, and that is why I have to be a wort=
hy
successor to the Speakers who have discharged their responsibility with
dignity, wisdom and patience. You see, nothing else is acceptable. Such is =
the
weight of maintaining both the confidence and respect of the Legislature.</=
span></p>

<p class=3DMsoNormal><span lang=3DEN-US>In return for this, I ask that you =
conduct
yourselves in debate, not only with <span class=3DSpellE>vigour</span> befi=
tting
your basic political values, beliefs and vision, but also with the decorum
befitting the special office you have been given by our fellow citizens. How
you treat each other will in large measure determine the worth that Yukoners
convey upon you. <o:p></o:p></span></p>

<p class=3DMsoNormal><span lang=3DEN-US>This is a chamber of debate, the hi=
ghest in
our territory. Young and old will look to you for leadership, inspiration, =
and
most importantly, assurance &#8212; assurance that your first care is to th=
e well-being
of our citizens. While putting much effort into crafting clever questions
designed to embarrass, and evading answers to that same end, may seem like =
the
smart thing to do, putting effort into eliciting reasonable and useful
information on both sides is perhaps the courageous thing to do. In asking =
this
of you, I will certainly do my part in the thoughtful application of the ru=
les
governing matters of procedure in this Assembly. </span></p>

<p class=3DMsoNormal><span lang=3DEN-US>Finally, there is a public trust th=
at we
have all undertaken ourselves, and personal awareness of this trust is
something we must never forget. Even in the heavy mix of debate and interes=
t,
we are its guardians. We are its servants.<o:p></o:p></span></p>

<p class=3DMsoNormal><span lang=3DEN-US>You have just given me the greatest=
 honour
in my professional life, next to being a member of this Legislature. In ret=
urn,
I pledge concentration, focus and clarity in my new role, and it reflects my
belief and basic honesty and decency of my fellow colleagues. I will do my
utmost to serve both faithfully and effectively in the discharge of that tr=
ust.

EN-US>Commissioner:&#8195;&#8194;</span></b><span
lang=3DEN-US> <span style=3D'mso-spacerun:yes'>&nbsp;</span>Mr. Speaker, Me=
mbers of
the Yukon Legislative Assembly, Yukoners, visitors and <span class=3DSpellE=
>honoured</span>
guests, I welcome you in our Sovereign&#8217;s name to the First Session of=
 the
33<sup>rd</sup> Legislative Assembly.</span></p>

<p class=3DMsoNormal><span lang=3DEN-US>It is worthy to note that my govern=
ment is
the only government since the inception of party politics in 1978 to achiev=
e a
third mandate. This indeed is historic and clearly demonstrates that the pe=
ople
of the </span><st1:State><st1:place><span lang=3DEN-US>Yukon</span></st1:pl=
ace></st1:State><span
lang=3DEN-US> continue to want political stability, continuity and prosperi=
ty.</span></p>

<p class=3DMsoNormal><span lang=3DEN-US>Prior to 2002, </span><st1:State><s=
t1:place><span
  lang=3DEN-US>Yukon</span></st1:place></st1:State><span lang=3DEN-US> had
experienced seven years of economic recession. </span><st1:State><st1:place=
><span
  lang=3DEN-US>Yukon</span></st1:place></st1:State><span lang=3DEN-US>&#821=
7;s
population had been in decline for six consecutive years, following the clo=
sure
of the Faro mine in 1997. <o:p></o:p></span></p>

<p class=3DMsoNormal><st1:State><st1:place><span lang=3DEN-US>Yukon</span><=
/st1:place></st1:State><span
lang=3DEN-US>&#8217;s unemployment rate had been in the double-digit range =
for
years. </span><st1:State><st1:place><span lang=3DEN-US>Yukon</span></st1:pl=
ace></st1:State><span
lang=3DEN-US>&#8217;s mining industry was nearly defunct, with exploration =
and
development spending in the territory being less than $10 million. Almost 3=
,000
Yukoners &#8212; our young people, our prime labour force &#8212; left the =
</span><st1:State><st1:place><span
  lang=3DEN-US>Yukon</span></st1:place></st1:State><span lang=3DEN-US> to f=
ind work
Outside.</span></p>

<p class=3DMsoNormal><span lang=3DEN-US>Rebuilding </span><st1:State><st1:p=
lace><span
  lang=3DEN-US>Yukon</span></st1:place></st1:State><span lang=3DEN-US>&#821=
7;s
private sector economy was job one for the two previous </span><st1:State><=
st1:place><span
  lang=3DEN-US>Yukon</span></st1:place></st1:State><span lang=3DEN-US> gove=
rnments
elected in 2002 and re-elected in 2006. They put </span><st1:State><st1:pla=
ce><span
  lang=3DEN-US>Yukon</span></st1:place></st1:State><span lang=3DEN-US> on t=
he
pathway to prosperity and my government, re-elected in 2011, wants to conti=
nue
that journey.</span></p>

<p class=3DMsoNormal><span lang=3DEN-US>My government&#8217;s vision, &#822=
0;Moving
Forward Together&#8221;, continues to build upon the four pillars of the tw=
o previous
</span><st1:State><st1:place><span lang=3DEN-US>Yukon</span></st1:place></s=
t1:State><span
lang=3DEN-US> governments: better quality of life, the environment, the eco=
nomy
and good governance. These pillars are the solid foundations upon which my
government will continue to build the future. A growing, prosperous economy
creates challenges. My government welcomes these challenges.</span></p>

<p class=3DMsoNormal><span lang=3DEN-US>In relation to the quality of life,=
 both
housing and land availability have been identified as pressing challenges. =
With
a strong economy and a housing demand exceeding supply, my government is
committed to making a range of housing options available to Yukoners. For t=
hose
most in need, my government is working with the Salvation Army to significa=
ntly
increase the capacity of the shelter, which could mean a new shelter at a n=
ew
location or a significant renovation to the existing shelter.<o:p></o:p></s=
pan></p>

<p class=3DMsoNormal><span lang=3DEN-US>As part of its housing strategy, my
government is proposing to implement a number of projects throughout the Yu=
kon,
including the following: a youth shelter in Whitehorse; the construction of=
 a
new seniors complex in Mayo; the replacement of McDonald Lodge in Dawson Ci=
ty
with a new facility to be attached to the new Dawson Hospital; second-stage
housing for Kaushee&#8217;s Place in Whitehorse, the expansion from six to =
24
units of the Options for Independent Living complex for adults with FASD;
replacing double-wide trailers in Carmacks and Ross River with four stick-b=
uilt
units in each community; and other housing projects, including making land
available to Yukon College to construct a new student residence.</span></p>

<p class=3DMsoNormal><span lang=3DEN-US>My government will be working with =
the
private sector to increase the supply of affordable rental units, which has
been identified as another pressing need. It is proposed that the four-hect=
are
parcel of land located between Range Road and Mountainview Drive in the Tak=
hini
area be sold to a private developer or developers on special terms and
conditions with the caveat that the property will be used for the construct=
ion
of affordable rental units.</span></p>

<p class=3DMsoNormal><span lang=3DEN-US>My government also recently signed =
an
agreement with the Kwanlin Dun First Nation to explore development opportun=
ities
in relation to residential land and housing for the general public, while
providing economic development benefits to the Kwanlin Dun.<o:p></o:p></spa=
n></p>

<p class=3DMsoNormal><span lang=3DEN-US>Yukon First Nations are key partner=
s in our
thriving economy. My government is also working in collaboration with the
Teslin Tlingit Council to make land available and will be working with other
interested First Nations to meet the territory&#8217;s land availability and
housing needs.</span></p>

<p class=3DMsoNormal><st1:State><st1:place><span lang=3DEN-US>Yukon</span><=
/st1:place></st1:State><span
lang=3DEN-US>&#8217;s growing prosperous economy has resulted in a substant=
ial
increase in population, which in turn is putting increased pressure on the =
territory&#8217;s
health and social services safety net. This is another challenge my governm=
ent
must meet. My government has proposed a variety of initiatives to meet these
challenges, including putting more resources into addictions recovery,
including the following: replacing the aging Sarah Steele Building with a
larger, more modern facility that will provide space and resources to suppo=
rt
an after-care program for people coming out of the 28-day program, as well =
as
support for land-based treatment programs with Yukon First Nations; providi=
ng
more resources toward youth alcohol and drug programming; adding more
incentives to attract medical professionals, including family doctors; inve=
sting
in health care infrastructure, such as the new MRI facility and the new eme=
rgency
department at the Whitehorse General Hospital; providing support for famili=
es
caring for seniors and children with disabilities through a new caregiver t=
ax
credit and other measures; and enhancing the home care program and helping

PlaceType><span

northern university in the longer term. Immediate priorities include provid=
ing

obligation to establish special management areas and habitat protection are=

under the land claim settlements as well as a plan to manage a system of
natural wilderness preserves, natural environmental parks and ecological
reserves throughout the territory.</span></p>

ion plan
will ensure the creation of a state-of-the-art solid-waste management system
that will adapt to the changing needs of future generations of </span><st1:=

unities.</span></p>

My government is committed to the continued expansion and growth of the Yuk=

economy by promoting the Yukon Territory&#8217;s economic mainstays, such as
mining, both <span class=3DSpellE>hardrock</span> and placer, tourism, and =
oil
and gas; promoting economic diversification in other sectors, such as arts =
and
culture, film and sound, forestry, agriculture, wilderness tourism, outfitt=
ing,
trapping, research and development, knowledge-based industries, and value-a=
dded
manufacturing; maintaining Yukon&#8217;s extremely <span class=3DSpellE>fav=
ourable</span>
general tax environment that promotes investment in the territory; and
providing access to land, regulatory certainty, business incentive and
marketing programs, and the provision of necessary transportation, communic=
ation
and energy infrastructure.<o:p></o:p></span></p>

<p class=3DMsoNormal><span lang=3DEN-US>A growing and prosperous economy ne=
eds
affordable access to energy if it&#8217;s going to grow. This is one of </s=
pan><st1:State><st1:place><span
  lang=3DEN-US>Yukon</span></st1:place></st1:State><span lang=3DEN-US>&#821=

major challenges. </span><st1:State><st1:place><span lang=3DEN-US>Yukon</sp=

lang=3DEN-US> energy needs are real and immediate and my government is comm=
itted
to investing in short-, medium- and long-term solutions to ensure energy in=

clean and affordable. To this end, my government will ensure the completion=
 of
the Mayo B hydro project, the development of an independent power producer
policy and net metering to provide power to Yukoners in the short term. My =

is committed to the development of a natural gas industry, as well as
geothermal, wind, solar, biomass and hydroelectric projects to meet medium-=
 and
long-term needs. <o:p></o:p></span></p>

<p class=3DMsoNormal><span lang=3DEN-US>For longer-term energy needs, my go=
vernment
is committed to planning the construction of large-scale hydroelectric proj=
ects
in one or more of the numerous areas of </span><st1:State><st1:place><span

ady
identified as suitable for a hydro project. As part of its long-term vision=

Nations, utilizing the Yukon Forum and the intergovernmental forum with </s=

as well as promote mutual respect of each other&#8217;s jurisdiction.</span=

rnment
of Canada and in the international community.</span></p>

class=3DSpellE>neighbouring</span> jurisdictions, such as the State of </sp=

northern frontier holds </span><st1:country-region><st1:place><span lang=3D=

lang=3DEN-US>&#8217;s promise for the future and that the three </span><st1=
:State><st1:place><span
  lang=3DEN-US>northern territories</span></st1:place></st1:State><span
lang=3DEN-US> will play a very important role in Confederation.</span></p>

<p class=3DMsoNormal><span lang=3DEN-US>My government remains committed to
completing and implementing land claims and will continue to urge the Gover=
nment
of Canada, the White River First Nation, the Liard First Nation and the Ross
River Dena Council to complete the unfinished business of settling claims in
the </span><st1:State><st1:place><span lang=3DEN-US>Yukon</span></st1:place=
></st1:State><span
lang=3DEN-US>. It will work individually with settled Yukon First Nations to
implement their settlements on a government-to-government basis and fully
honour the commitments set out in the treaties.</span></p>
